Challenge = mekanisme keberatan FORMAL dari Rotary Club
bukan voting, bukan pemilihan, bukan adu popularitas.
🔹 1️⃣ KAPAN challenge boleh dilakukan
Setelah:
DNC mengumumkan 1 nama DGND
District Governor mengumumkan hasil itu ke semua klub
➡️ Mulai challenge period (biasanya 14 hari, sesuai ketentuan distrik).
